ESLS Catering Rules: 3:1 Staffing Ratio & Six-Week Local Recruitment
Current Labour Department ESLS catering rules: a 3:1 local-to-imported staffing ratio by department, six weeks of local open recruitment and an in-person job fair every two weeks, for applications screened from 16 June 2026.
Applies to catering-related posts with preliminary screening notices issued on or after 16 June 2026: kitchen and floor departments must keep three full-time local employees for every imported worker, counted across all posts in the department.
Employers must run six weeks of local open recruitment and attend a Labour Department in-person job fair every two weeks to interview jobseekers.
